Nederlandse Loterij has welcomed government proposals aimed at expanding the Gambling Authority’s powers to combat illegal operators but has cautioned that comprehensive legislative changes could take years to become effective.

Blok called for more decisive immediate action, saying: “The government must act now through criminal prosecutions by the Public Prosecution Service, alongside measures taken by regulators and licensed operators. 

“Tackling illegal gambling requires joint responsibility from banks, payment providers and hosting services who facilitate these platforms.”

The report singled out several marketing tactics which had been flagged as particuarly concerning.

The first was direct marketing (emails, texts, push notifications). Citing randomised studies, the committee noted that limiting direct marketing resulted in reduced betting and fewer short-term harms. 

Referencing an Australian study on direct marketing and its link to gambling harms, Dr Philip Newall, senior lecturer at the University of Bristol noted that “causality was established by getting a random subset of participants to opt-out of receiving direct marketing offers”.

Lawmakers and regulators in Cyrpus have been debating methods to prevent recipients of the Guaranteed Minimum Income (GMI) from using state welfare payments for gambling. 

The GMI, know locally as EEE, is described as a “residual payment to guarantee and legal minimum income for all residents”.

Anyone residing in Cyprus, with income not high enough to support their basic needs, is eligible for the benefit.
